Header Texts in PO Change to Populate Always

Hello Experts,

  I have a requirement where I need to send all the Header Texts no matter whatever changes in a Purchase Order.

FM "IDOC_OUTPUT_ORDCHG" with "Change Flag" called in ME11  is generating Header Texts in the IDoc ORDCHG only when there is addition or deletion or  an update to an existing text. But I need to send them always in the IDoc at E1EDKT1-->E1EDKT2-->TDLINE.

Any pointers to this will help me.
